A Statistical Breather After Five Months of Decline

After a challenging first half of the year, the Government Confidence Index (ICG) published by the Torcuato Di Tella University School of Government —one of Argentina's most prestigious private universities— recorded its first rebound of the year in June. The indicator reached 2.07 points on a scale from 0 to 5, representing a 3.9% increase compared to May.

This increase interrupts a negative streak that extended through the first five months of 2026: January (-2.8%), February (-0.6%), March (-3.5%), April (-12.1%), and May (-1.6%). However, the long-term picture still shows weakness: the accumulated contraction since the end of 2025 reaches 16.1%, and the year-over-year comparison shows a decline of 11.4%.

What Does the ICG Measure?

The Government Confidence Index is a monthly indicator created in November 2001 by Torcuato Di Tella University, a leading academic institution in Buenos Aires. It is built from five components: Efficiency in public spending management, Capacity to solve problems, Honesty, Concern for general interest, and General evaluation of the government. The survey is conducted by Poliarquía Consultores on 1,000 people over 18 years old in 39 cities with more than 10,000 inhabitants, with a standard margin of error of ±0.06.

  • Capacity +4.3% (2.46 pts)
  • General Interest +3.8% (1.63 pts)

  • General Evaluation -0.5% (1.68 pts)
  • Honesty No change (2.46 pts)

Historical Comparison: Milei vs. His Predecessors

In the 30th month of his administration, the confidence level of Javier Milei (2.07 points) —the libertarian economist who became president in late 2023— slightly exceeds the record of Mauricio Macri (2.04 points) —the center-right president who governed from 2015 to 2019— at the same point in his term, but remains below that of Néstor Kirchner (2.42 points) —the left-wing Peronist president who governed from 2003 to 2007.

The historical average of Milei's administration over its first 30 months dropped to 2.40 points, its lowest record so far. For the same period, the averages of Macri and Alberto Fernández —the Peronist president who governed from 2019 to 2023— were 2.52 and 1.93 points respectively.

Sectors Driving the Recovery

Greater Buenos Aires: This metropolitan region surrounding Buenos Aires City —home to approximately 13 million people— recorded the largest jump with an increase of 11.1%, reaching 1.83 points.

Primary education segment: The group with the lowest educational level drove the strongest monthly increase with a rise of 42.5%, returning to April levels.

People over 50: This age group shows the highest confidence, reaching 2.23 points (+4.3%).

Economic Expectations and Persistent Gaps

The survey also shows differences based on economic expectations. Those who believe the economy will improve in one year have an ICG of 4.08 points, although with a slight decrease of 2.2%. Those who believe the situation will remain the same show an increase of 13.1%, while pessimists remain stagnant at 0.37 points.

The gender gap remains at 0.68 points: women reach 1.70 points (+5.6%) while men reach 2.37 points (+3.7%). The field work was conducted between June 2 and 11, 2026.
