The Charity Commission — the independent regulator of charities in England and Wales — has officially opened an investigation to determine how much money from British charitable organizations has ended up in Israeli settlements in the occupied West Bank. These settlements are widely regarded as illegal under the Fourth Geneva Convention. The move is a crucial step to restore public trust and ensure donations are used for genuine humanitarian purposes.
Scope of the Investigation
According to The Guardian, the investigation was triggered by a formal complaint filed in June 2026 by Labour MP Melanie Ward. She alleged that 32 charities had collectively donated at least £28 million to settlements in the occupied Palestinian territories.
Stephen Roake, Assistant Director of High-Risk Compliance at the Commission, stated that the first phase will focus on 8 unnamed charities, with plans to expand the scope over time. The goal is to establish the facts and determine whether regulatory action is needed, ensuring that funds are used strictly for legitimate charitable purposes.
What Are Illegal Settlements?
In the context of the Israeli-Palestinian conflict, settlements are Israeli communities built on land captured during the 1967 Six-Day War (including the West Bank and East Jerusalem). The international community, including multiple UN resolutions, considers these settlements a violation of the Fourth Geneva Convention, which prohibits an occupying power from transferring parts of its own civilian population into the territory it occupies.
Previous Revelations and Key Reports
The investigation follows earlier journalistic exposés. Last year, it was revealed that two UK charities transferred approximately £5.7 million to the Bnei Akiva Yeshiva high school in Susya, located in the occupied West Bank.
More recently, last month it came to light that the organization Friends of Yeshivat Shavei Hevron sent nearly £200,000 between 2019 and 2024 to a religious school in Hebron. This school is linked to settlement expansion plans after far-right Finance Minister Bezalel Smotrich granted Israel planning authority in the area.
Political Reaction and the Gift Aid Concern
In June 2026, then-Foreign Secretary Yvette Cooper asked the regulator to investigate amid fears that the Gift Aid system was being abused.
What is Gift Aid?
Gift Aid is a UK tax relief scheme that allows charities to claim an extra 25% on donations from taxpayers. The concern is that this tax break might be channeled into activities that violate international law, undermining the integrity of the charitable sector.
MP Ward, along with 140 Labour colleagues, has called for a complete ban rather than just an investigation. Labour MP Abtisam Mohamed, a member of the Foreign Affairs Committee, welcomed the probe but stressed the need for swift action to eliminate practices she said have nothing to do with genuine charity.
