Pension Reform in Argentina: Entre Ríos Senate to Debate Historic Bill

A Crucial Moment for Entre Ríos Pension System

In the heart of Argentina's Mesopotamia region, the province of Entre Ríos is taking decisive steps to ensure the financial health of its pension system. The provincial Senate is preparing to debate a major reform that aims to balance the accounts of the local pension fund, known as the Caja de Jubilaciones, while protecting workers' rights.

The Official Project: Key Changes

After incorporating eight technical modifications, the ruling party achieved a favorable report. The bill would declare a pension emergency for two years (extendable for two more) and introduce the following measures:

  • Solidarity Contribution: A 3% contribution from active workers earning over $3,000,000 Argentine pesos.
  • Employer Contribution: An additional 3% from employers to finance the pension fund deficit.
  • Retirement Age: Set at 65 years for men and 60 years for women.
  • Pension Calculation: Based on the last 15 years of contributions, instead of the previous 10 years.

The Justicialist Party Alternative

Led by Senator Juan Pablo Cosso, the Justicialist Party (PJ) has presented an alternative proposal. This plan rejects the emergency declaration, arguing it is incompatible with a structural reform, and proposes changes only for future state employees.

It would create the Entrerriano Pension Sustainability Fund, financed by:

  • Contributions from political staff.
  • 10% of online gambling profits.
  • Fines for improperly registered vehicles.

Additionally, it proposes a mobility formula based 50% on the Consumer Price Index (IPC) and 50% on wage evolution, and raises the teacher retirement age to 59 (men) and 57 (women).

A Context of Growing Demand

This debate occurs in a scenario where the province has seen a 40% increase in retirement applications. The local pension fund has even enabled Saturday hours to meet this growing demand, highlighting the urgent need to discuss the system's sustainability and ensure a prosperous future for all workers.
